Combine the water and fine salt in a medium saucepan and bring to a boil over medium-high heat.
Stir in the rolled oats, reduce heat to medium-low, and simmer, stirring occasionally, until creamy and the oats are tender, 5β7 minutes. If it thickens too much, add a splash of hot water to loosen; if it sputters, lower the heat.
Remove from heat, cover, and let stand 1β2 minutes to thicken slightly. Taste and adjust salt if needed.
Spoon into bowls and add warmed milk, brown sugar, and sliced fresh fruit for serving as desired. Serve hot.
